Rune Page
Like with most tanky supports, you will want lots of armor. It helps that Tarics W will give him bonus armor, on top of what armor you have from your rune page. Since the new taric is casting spells more often, we threw in some bonus mana regain for good measure.
Masteries
Since taric will be AOE Healing, its almost a must to have Wind Speakers. Combo that with his W already give a ally Armor, taric can make someone very tanky. This will also helps his shield, Bastion which he can place on a ally. Its also worth grabbing the Runic Armor with the last of your points.
Skill
Taric Skill Order will relay on his early game sustain for lane phase. Making the most of your Q Heal is necessary, as well as landing the E stun. Since your will have 1 second delay before it activates, timing will be very important.
