Emerald Victory Road
The final cave gauntlet before the Pokemon League, packed with tough trainers and rough terrain. Wally is waiting at the entrance for one last battle before you reach the Elite Four.
Victory Road is in Hoenn. In the story it comes after Sky Pillar and continues south to Ever Grande City.
VICTORY ROAD MAP
Victory Road locks each part of its three-floor cave behind a different HM, so Rock Smash, Strength, Surf, and Flash all have to be in hand. Skip one and a whole section stays beyond reach.
Pokemon Encounters
Mawile and Sableye both prowl the final cave at low rates, the version exclusives of Ruby and Sapphire sharing one last dungeon in Emerald. Lairon, Hariyama, and Aron carry real weight in the high 30s and low 40s. This is a real catch stop, not just a corridor to the League.

TRAINERS
Wally returns for one last challenge in Victory Road, his fully evolved team led by a level 45 Gardevoir, a world away from the nervous boy you met in Petalburg. Cooltrainers hold the deeper halls, so save your strongest moves for him and the Elite Four beyond.
Victory Road Guide
Wally, your rival from the start of the game, blocks the way in for one last battle. He's come a long way from the nervous kid you helped catch a Ralts, and now leads with a strong Gardevoir. Heal up and save before the door, since beating him is the final test before Victory Road itself.
Almost never. You can feel your way through the dark stretches, and the cave HM that actually earns a party slot is Rock Smash, not Flash. Flash only matters for a couple of black rooms late in Victory Road, so don't waste an early move slot on it.
Yes, more than Flash is. Smashing the cracked rocks in Granite Cave turns up a Nosepass you won't meet any other way, and the ones in Victory Road hide Geodude and Graveler. Keep one party member who knows it so you're not backtracking when a breakable rock shows up.
