Crystal Victory Road
The pass that once tested every League challenger is now a quiet post-game cave of Onix and Graveler linking Kanto's eastern edge.
Victory Road is in Kanto. In the story it comes after Route 26 and continues through its entrance to Indigo Plateau.
VICTORY ROAD MAP
Victory Road climbs three floors to the League, far gentler in Gold, Silver, and Crystal than the boulder-choked maze of the originals.
Pokemon Encounters
Victory Road is the last stretch of wild Pokemon before the League, Graveler tumbling out of half the grass after dark and Onix winding through the rock. Rhydon and Sandslash hold the rarer 5 percent slots.

Victory Road Guide
Mt. Mortar is the big change. Its halls were dark in Gold and Silver, but Crystal brightened them, so Flash is no longer needed to get through. Two caves still go pitch black, Dark Cave and Kanto's Rock Tunnel, and the move only works outdoors once you hold the Zephyr Badge.
