Do I need Waterfall to reach Lugia in the Whirl Islands in Crystal?

No, despite what a lot of guides claim. Surf gets you in and Whirlpool clears the eddies, but the path to Lugia sends you down a waterfall rather than up one, so the Waterfall HM stays optional. Carry the Silver Wing from the old man in Pewter City too, since Lugia only appears at level 60 with it in your bag.

Crystal Whirl Islands

A sea cave maze ringed by whirlpools off Cianwood, where Lugia, guardian of the seas, waits in the depths for the bearer of the Silver Wing.

Whirl Islands is in Johto, with Route 41 to the south. In the story it comes after Team Rocket HQ and before Radio Tower.

The Whirl Islands are four sea caves ringed by whirlpools, so you ride a Whirlpool in and Surf between the inner chambers down to the flooded floor.

Pokemon Encounters

The Whirl Islands are a sea-cave maze reached by Whirlpool, and Lugia broods in the deepest chamber at level 60. The flooded halls swarm with Golbat and Krabby, while Seel and Horsea work the inner water.

No, despite what a lot of guides claim. Surf gets you in and Whirlpool clears the eddies, but the path to Lugia sends you down a waterfall rather than up one, so the Waterfall HM stays optional. Carry the Silver Wing from the old man in Pewter City too, since Lugia only appears at level 60 with it in your bag.
