Up the lakeside road to the Lake of Rage, Team Rocket has thrown a toll gate across the way, with Farfetch'd wandering the fields past the checkpoint.
Route 43 is in Johto. In the story you arrive from Mahogany Town to the south and continue north to Lake of Rage.
