Crystal Lake of Rage

A furious red Gyarados is forced to the surface of this great northern lake by a Team Rocket signal, the heart of Johto's Rocket mystery.

Lake of Rage is in Johto. In the story you arrive from Route 43 to the south and it comes before Team Rocket HQ.
