What is the red Gyarados in the Lake of Rage in Gold and Silver?

A one-off shiny at the lake's center. Surf out and a red Gyarados attacks at level 30, the result of Team Rocket forcing nearby Magikarp to evolve with radio signals from Mahogany. Catch or beat it for a Red Scale, and Lance turns up afterward to lead you to the Rocket hideout.

Gold & Silver Lake of Rage

North of Mahogany, a blood-red Gyarados thrashes among the ordinary ones. Team Rocket's radio signal forced the lake's Magikarp to evolve in a frenzy. The trail leads back to their hideout.

Lake of Rage is in Johto. In the story you arrive from Route 43 to the south and it comes before Team Rocket HQ.
