Gold & Silver Mt. Mortar
A sprawling cave system breaks the path between Ecruteak and Mahogany. Deep inside, a Black Belt who trains alone hands his Tyrogue to anyone who beats him.
Mt. Mortar is in Johto. In the story you arrive from Route 42 to the south and it comes before Mahogany Town.
MT. MORTAR MAP
Mt. Mortar sprawls across four chambers with three separate entrances on Route 42, so it is easy to wander in circles. Surf and Waterfall link the inner rooms, and Flash keeps the dark at bay.
Pokemon Encounters
Marill is the catch worth chasing in Mt. Mortar, a Water mouse that grows into a tough Azumarill. Deep inside, a karate master hands over a Tyrogue once you reach him, while Machoke and Graveler patrol the halls.

Kiyo
Mt. Mortar Guide
Beat the Karate King deep in the flooded interior, which takes Surf and Waterfall to reach, and he gives you a level 10 Tyrogue. Leave a party slot open first, or he won't hand it over.
You're missing the badge that switches it on. Flash only lights the field once you hold the Zephyr Badge from Falkner, even after you pick up the move itself as HM05 from the elder atop Sprout Tower. Several caves call for it: Dark Cave, Kanto's Rock Tunnel, Mt. Mortar, the Whirl Islands, and the inside of Mt. Silver are all pitch black enough to leave you fumbling without it.
