Charred ruins standing beside the Tin Tower in Ecruteak. Disturb the three statues in the cellar and Raikou, Entei, and Suicune burst free to roam Johto.
Burned Tower is in Johto. In the story you arrive from Ecruteak City to the south and it comes before Route 38.

The Burned Tower looks like a single floor until you fall through it, holes in the scorched boards dropping you straight to the basement. Climbing back up means hunting for the ladders.
Pokemon Encounters
Magmar makes the Burned Tower worth a look, a strong Fire-type found at up to 10 percent by day and rarer at night. Koffing and Zubat make up the rest of the rubble.

ITEMS
The Burned Tower holds an HP Up and TM20 Endure, a move that lets a Pokemon survive a hit on one HP. Hidden in the rubble are a Nugget that fetches a pile of cash and an Ether to restore moves.
