Violet City's three-story pagoda, balanced on one giant pillar that sways like a Bellsprout. Sage monks train inside and test every trainer who climbs it.
Sprout Tower is in Johto. In the story you arrive from Violet City to the south and it comes before Route 32.

Climb the three floors of Sprout Tower around the giant pillar swaying in its center, the tower's one real landmark. Nothing here needs an HM, just a steady climb to the top.
Pokemon Encounters
Climb the tower after dark and Gastly fills nearly every floor at 85 percent. By day it thins out to Rattata, so time your visit if the Ghost is what you are after.

Beat Sage Li at the top of Sprout Tower and he hands over HM05 Flash, the move that lights up pitch-black caves like Dark Cave. An Escape Rope and a couple of healing items dot the floors.

Sprout Tower is a gauntlet of Sages, seven of them climbing to Elder Li at the top, every one leaning on Bellsprout. Nothing breaks level 10, but the swaying floor and the endless Bellsprout make it a patience test.
