Gold & Silver Union Cave
South of Azalea, a rough tunnel runs toward the Ruins of Alph. In its flooded basement, a lone Lapras surfaces just once a week.
Union Cave is in Johto, with Route 32 to the north. In the story it comes after Ruins of Alph and continues south to Route 33.

Union Cave drops through three levels, and the lowest only opens to Surf. Work down from the Route 32 entrance toward the water at the bottom, the deepest point in the cave.
Pokemon Encounters
Lapras surfaces in the deepest chamber, but only on Fridays, so plan the trip around the calendar. The rest of the cave runs on Onix, Zubat, and Geodude, with Quagsire down in the water.

Swift comes as TM39 in Union Cave, a move that always lands no matter how evasive the target. A Great Ball and a handful of X items and Elixirs tuck into the dead ends.

Union Cave packs a dozen trainers into a dark stretch, Hikers and Firebreathers up front and tougher Cooltrainers and PokeManiacs deeper in, the strongest near level 28. A long drain on PP more than a real wall.

Only on Fridays. One Lapras settles on the bottom floor each Friday at level 20, and you'll need Surf to reach its pond. Miss it or knock it out, and you're waiting a full week for the next one.
You're missing the badge that switches it on. Flash only lights the field once you hold the Zephyr Badge from Falkner, even after you pick up the move itself as HM05 from the elder atop Sprout Tower. Several caves call for it: Dark Cave, Kanto's Rock Tunnel, Mt. Mortar, the Whirl Islands, and the inside of Mt. Silver are all pitch black enough to leave you fumbling without it.
