TRAINERS
Team Rocket makes its first appearance at the bottom of the Slowpoke Well, a handful of Grunts up to level 14 cutting Slowpoke tails for profit. Easy fights, but they mark the start of Rocket's return.
Slowpoke Well Guide
Not right away. You come here early to chase off Team Rocket, but the King's Rock sits on the lower level behind both Surf and Strength, so it waits for a return trip once you've earned those moves. A man on the small island down there hands it over for free when you can finally reach him.
You're missing the badge that switches it on. Flash only lights the field once you hold the Zephyr Badge from Falkner, even after you pick up the move itself as HM05 from the elder atop Sprout Tower. Several caves call for it: Dark Cave, Kanto's Rock Tunnel, Mt. Mortar, the Whirl Islands, and the inside of Mt. Silver are all pitch black enough to leave you fumbling without it.
