Gold & Silver Victory Road
West of Viridian lies a cave, a shadow of the gauntlet it once was. Beyond it lie Route 22 and the climb toward distant Mt. Silver.
Victory Road is in Kanto. In the story it comes after Route 26 and continues through its entrance to Indigo Plateau.
VICTORY ROAD MAP
Gold and Silver strip the boulder puzzles out of Victory Road, leaving a straightforward three-floor climb up to the Indigo Plateau. It is the last cave before the League, and an easy one.
Pokemon Encounters
Victory Road is a high-level grind now, with Rhyhorn, Onix, and Graveler lumbering the caves alongside the Ursaring or Donphan your game decides.

Victory Road Guide
You're missing the badge that switches it on. Flash only lights the field once you hold the Zephyr Badge from Falkner, even after you pick up the move itself as HM05 from the elder atop Sprout Tower. Several caves call for it: Dark Cave, Kanto's Rock Tunnel, Mt. Mortar, the Whirl Islands, and the inside of Mt. Silver are all pitch black enough to leave you fumbling without it.
