Ruby & Sapphire Victory Road
The long cave standing between you and the Pokemon League, a maze of switchback floors, tough trainers, and boulder puzzles. Clear it and Ever Grande's Elite Four are all that's left.
Victory Road is in Hoenn. In the story it comes after Ancient Tomb and continues south to Ever Grande City.
VICTORY ROAD MAP
Four HMs gate Hoenn's Victory Road: Rock Smash, Strength, Surf, and Flash. Each opens a different stretch of the three-floor cave. Miss any one and part of the road stays shut behind you.
Pokemon Encounters
Hoenn's final cave is a level 40-plus gauntlet of Lairon, Hariyama, Medicham, and Loudred, most of them near fully evolved. Mawile (Ruby) or Sableye (Sapphire) appears at 35 percent, Whiscash bites the Super Rod, and Graveler waits behind smashable rocks. Pack extra healing, since the wild fights stack up fast.

Wally
Victory Road Guide
Bring Surf, Strength, Rock Smash, and Waterfall spread across your party, with Flash handy for the dark rooms. It's the most HM-heavy dungeon in the game. Wild Pokemon and trainers sit in the low-to-mid 40s, so a team around level 45 keeps you moving toward the League.
Mawile in Ruby and Sableye in Sapphire both turn up here if you skipped them in Granite Cave, alongside Aron and Medicham. You also rematch Wally near the exit, so heal up before that final stretch.
Flash is optional in most Hoenn caves. A hiker on Granite Cave's first floor hands you HM05, and the Knuckle Badge lets you use it in the field. Only a few dark rooms in Victory Road really call for it, so teach it to a spare Pokemon and skip the wall-bumping.
In long caves like Victory Road they pay off, letting you reach exits and items without constant low-level battles. Keep in mind a Repel only quiets random wild encounters, so it does nothing about the level-45 Groudon or Kyogre standing in the Cave of Origin, and Shoal Cave's rooms still open and close on the tide no matter what you hold.
