Ruby & Sapphire Rustboro City
Hoenn's industrial city rises around the Devon Corporation. Roxanne holds the Rock-type gym, your very first badge. Bring Devon the fossil you dug from the desert and they'll revive it for you.
Rustboro City is in Hoenn, with Route 115 to the north and Route 104 to the south. In the story it comes after Petalburg Woods and continues east to Route 116.

Rustboro is where HM01 Cut changes hands, the first traversal move of the run, with a Premier Ball and a couple of X items around the Devon corner. Its mart stocks the Repeat and Timer Ball early.

TRAINERS
Roxanne opens Hoenn's gym circuit with Rock-types that top out near level 15, a Nosepass walling physical hits at the back. A Water or Grass starter walks straight through her, and a lone Youngster outside is the only warm-up.
Rustboro City Guide
Most cities have a Contest Hall, a Pokemon Center with a trade corner upstairs, and a Mart. Slateport runs an open-air market, and Lilycove has the region's only Department Store plus a second Contest venue. Pokemon Centers heal you for free between gym attempts.
Not in the cities. You make one out on the routes by using the Secret Power move on a marked tree, bush, or cave wall. After that you furnish it with decorations sold in Lilycove and Slateport, and linked friends can drop by to see it.
