Emerald Rustboro City
Roxanne's Rock-type gym is your first badge test. Rustboro is also home to the Devon Corporation, the tech giant whose stolen Goods kick off your clashes with the region's troublemakers.
Rustboro City is in Hoenn, with Route 115 to the north and Route 104 to the south. In the story it comes after Petalburg Woods and continues east to Route 116.

- Chase him east onto Route 116 and take the Goods back.
- Return them to the Devon employee by the northeast road for a Great Ball.
- He walks you up the stairs to Devon Corporation 3F, where, after returning the Goods, the president gives you a Letter for Steven in Dewford Town.
- Come back to 3F for an Exp Share after you deliver it to Steven.

- Take the stairs down to Devon Corporation 2F, where the scientist revives it, LileepLileepLevel 40Cradily from one fossil or Anorith from the other.
- Leave the floor and return, and the revived Pokemon is ready to take.
Cutter's House
- Enter the door of the Cutter's House, west of the Pokemon Center.

- Walk through the door of the Pokemon School, south of the Gym.
- The teacher at the front gives you a Quick Claw.

- Take a Ralts through the door of the Trade House.
- A Camper there trades his Seedot for it.

- Climb the stairs to Apartment 2F, the second floor of the southwestern-most building.
- A boy there gives you a Premier Ball.

- Later, once the Devon employee on Route 116 thanks you for delivering the Devon Goods, the Poke Mart adds Timer Balls and Repeat Balls.
- Head back south toward Route 104, and your rival challenges you at the south edge of town.
- Say no if your team needs a rest, and talk to your rival later for the battle.

TRAINERS
Roxanne opens the Hoenn gym circuit in Rustboro with Rock-types near level 15, a Nosepass anchoring the back. A Water or Grass starter walks through her, and a team grunt stirs up trouble in town soon after.
Rustboro City Guide
Towns have no walkable grass, so the only wild Pokemon are out on the water. Surf or fish along a town's edge and you can pull Wingull, Tentacool, or Magikarp. A few towns hand you a Pokemon outright instead, like your starter in Littleroot and a Beldum at Steven's house in Mossdeep.
Lilycove tops the list, with the only full Department Store and the ferry that runs out to the Battle Frontier once you're Champion. Mossdeep hands you a free Beldum and fields a two-leader gym, and Slateport's market and shipyard keep pulling you back for story beats.
