Emerald Mossdeep City
Twin leaders Tate and Liza run the Psychic gym here as a two-on-two double battle. Stop by Steven's house first and he'll hand you a free Beldum that grows into Metagross.
Mossdeep City is in Hoenn, with Route 127 to the south. In the story you arrive from Route 124 to the west and continue north to Route 125.

TRAINERS
Mossdeep is home to the first forced double battle in Hoenn. Twins Tate and Liza fight side by side, their Solrock and Lunatone covering each other to level 42. Team Magma also storms the Space Center here, Maxie waiting at level 44, so bring full PP for two big fights.

Mossdeep City Guide
Towns have no walkable grass, so the only wild Pokemon are out on the water. Surf or fish along a town's edge and you can pull Wingull, Tentacool, or Magikarp. A few towns hand you a Pokemon outright instead, like your starter in Littleroot and a Beldum at Steven's house in Mossdeep.
Lilycove tops the list, with the only full Department Store and the ferry that runs out to the Battle Frontier once you're Champion. Mossdeep hands you a free Beldum and fields a two-leader gym, and Slateport's market and shipyard keep pulling you back for story beats.
