Emerald Dewford Town
A tiny island town you can only reach by boat, Dewford is where Brawly tests challengers in his Fighting-type gym. Granite Cave and its Braille walls sit right next door.
Dewford Town is in Hoenn, with Route 107 to the east. In the story you arrive from Route 106 to the north and it comes before Granite Cave.

Dewford Town Guide
Towns have no walkable grass, so the only wild Pokemon are out on the water. Surf or fish along a town's edge and you can pull Wingull, Tentacool, or Magikarp. A few towns hand you a Pokemon outright instead, like your starter in Littleroot and a Beldum at Steven's house in Mossdeep.
Lilycove tops the list, with the only full Department Store and the ferry that runs out to the Battle Frontier once you're Champion. Mossdeep hands you a free Beldum and fields a two-leader gym, and Slateport's market and shipyard keep pulling you back for story beats.
