Emerald Slateport City
A busy beachfront city with an open-air market and the Oceanic Museum, where you first catch the villainous team red-handed, pestering Captain Stern about his submarine.
Slateport City is in Hoenn, with Route 134 to the east and Battle Frontier to the east. In the story you arrive from Route 109 to the south and continue north to Route 110.

Towns have no walkable grass, so the only wild Pokemon are out on the water. Surf or fish along a town's edge and you can pull Wingull, Tentacool, or Magikarp. A few towns hand you a Pokemon outright instead, like your starter in Littleroot and a Beldum at Steven's house in Mossdeep.
Lilycove tops the list, with the only full Department Store and the ferry that runs out to the Battle Frontier once you're Champion. Mossdeep hands you a free Beldum and fields a two-leader gym, and Slateport's market and shipyard keep pulling you back for story beats.
