Emerald Route 104
A route split between a sandy southern shore and a flowery garden up north. Mr. Briney keeps his cottage here, and the inland path runs straight into Petalburg Woods.
Route 104 is in Hoenn, with Rustboro City to the north and Route 105 to the south. In the story you arrive from Petalburg City to the east and continue north to Petalburg Woods.

TRAINERS
Fishermen, a Rich Boy, and a set of Twins scatter across the Route 104 beach and woods edge, none past level 9 on your first walk to Rustboro. After Rustboro your rival may offer an optional battle here, with a team up to level 15, unless you met them in Rustboro first, and the trainers' later rematches climb to level 36.

No, and losing that split is a real perk. On one Emerald cartridge you can raise both Zangoose and Seviper, both halves of every version pair, with nothing to trade and no version column to check. A few species that skipped Ruby and Sapphire show up here too.
You'll want all of them. The three rods pull different fished species as you trade up from Old to Good to Super, Surf opens the surface water where Wingull and Sharpedo swim, and Dive reaches the underwater seaweed on Routes 124 to 126 where Clamperl and Relicanth live. Dive comes from the Mossdeep gym.
