Ruby & Sapphire Lilycove City
The biggest city on the coast wraps around a five-floor Department Store and the Contest Hall. Lilycove is where Pokemon Contests really take off, and ferries from its harbor cross all of Hoenn.
Lilycove City is in Hoenn, with Team Aqua Hideout to the north, Route 124 to the east, and Route 121 to the west. In the story it comes after Route 123 and before Team Magma Hideout.

Lilycove City Guide
Most cities have a Contest Hall, a Pokemon Center with a trade corner upstairs, and a Mart. Slateport runs an open-air market, and Lilycove has the region's only Department Store plus a second Contest venue. Pokemon Centers heal you for free between gym attempts.
Not in the cities. You make one out on the routes by using the Secret Power move on a marked tree, bush, or cave wall. After that you furnish it with decorations sold in Lilycove and Slateport, and linked friends can drop by to see it.
