Ruby & Sapphire Petalburg City
Your father Norman runs the Normal-type gym here, but he won't battle you until you hold four other badges. Just outside, you help a frail boy named Wally catch his first Pokemon.
Petalburg City is in Hoenn. In the story you arrive from Route 102 to the east and continue west to Route 104.

- 1From Route 102, go west into the city, north beside the trees, west past the red roof, then north to Petalburg Gym. Go through the door into the Gym.

- Back in the Gym, your father sends you on toward the next Gym, so you leave Petalburg City by its west side for Route 104.

TRAINERS
Your own father Norman runs the Petalburg gym, his Normal-types climbing to level 31 behind a wall of a Slaking. Slaking only attacks every other turn thanks to Truant, so a Fighting move and a little patience break it. Cooltrainers guard the inner doors.
Petalburg City Guide
Norman, the leader, is your character's father, and he won't battle you until you've earned four badges. So Petalburg is an early stop you circle back to mid-game. Beat him for the Balance Badge, then collect Surf from Wally's father in the house next door.
Most cities have a Contest Hall, a Pokemon Center with a trade corner upstairs, and a Mart. Slateport runs an open-air market, and Lilycove has the region's only Department Store plus a second Contest venue. Pokemon Centers heal you for free between gym attempts.
Not in the cities. You make one out on the routes by using the Secret Power move on a marked tree, bush, or cave wall. After that you furnish it with decorations sold in Lilycove and Slateport, and linked friends can drop by to see it.
