Ruby & Sapphire Sky Pillar
Out past Pacifidlog stands a crumbling ancient tower with cracked floors waiting to drop you through. Climb to the top after the Pokemon League and Rayquaza is roosting there.
Sky Pillar is in Hoenn, with Route 131 to the south. In the story it comes after Battle Tower and before S.S. Tidal.
SKY PILLAR MAP
The Sky Pillar stays sealed until the Hall of Fame, and the way up means racing the Mach Bike over cracked tiles that crumble the instant you slow. Lose speed and you fall a level and begin again.
Pokemon Encounters
Rayquaza waits at the summit at level 70, the post-game legend that crowns the climb. The tower's wild floors run high, with Claydol, Altaria, Golbat, and Dusclops (Ruby) or Banette (Sapphire) past level 50, plus Mawile (Ruby) or Sableye (Sapphire) mixed in.

Sky Pillar Guide
You ride the Mach Bike across the cracked floors at full speed without stopping. The Acro Bike isn't fast enough, and stopping drops you through to the floor below. Swap bikes at the Mauville bike shop first. Rayquaza waits at the very top at level 70.
No. Unlike Emerald, Rayquaza is an optional post-game catch in Ruby and Sapphire, and rock walls seal the Sky Pillar until you enter the Hall of Fame. Beat the Elite Four first, then surf out from Pacifidlog to attempt the climb.
