Yellow Victory Road
The grueling final cave before the Pokemon League, a maze of boulder puzzles where the legendary bird Moltres awaits the strongest Trainers.
Victory Road is in Kanto. In the story you arrive from Route 23 through its entrance and continue through its entrance to Indigo Plateau.
VICTORY ROAD MAP
Strength turns this dungeon into a boulder puzzle: across all three floors, the barriers blocking the way up stay open only while a pushed boulder pins each pad down.
Pokemon Encounters
Moltres is the headline catch, a level 50 fire bird waiting in the cave's deepest chamber. The wild Pokemon around it run tough and high, with Machoke, Graveler, and Onix in the 40s, worth grabbing even this late.

Victory Road Guide
Moltres sits right on the climb, so you never go out of your way. It's perched on an upper floor of Victory Road, the last cave before the Pokemon League, and you pass it heading to the Elite Four. Keep a few Ultra Balls and a fresh save ready for when it appears.
Treat it as a long, attrition-heavy dungeon and come stocked. Trainers and wild Pokemon in the mid-to-high 40s wear you down across a multi-floor climb with few breaks, and Moltres waits partway up as a bonus. Carry plenty of healing, and keep Strength on someone for the boulder gates.
Save it for Rock Tunnel and skip it everywhere else. That's the one cave the game leaves unlit, and pushing through blind while Zubat swarm you is rough. No other cave is dark, so Flash is otherwise a wasted move slot. Grab HM05 from Oak's Aide and hand it to a benched Pokemon just before that descent.
There's only Victory Road. Cerulean Cave would be the other option, but it stays locked until you're Champion. Since you climb Victory Road on the way to the League anyway, a lap or two there doubles as a final tune-up.
