Yellow Cerulean Cave
Beyond a postgame barrier near Cerulean City lies a lair of powerful wild Pokemon hiding Mewtwo, the strongest creature in Kanto.
Cerulean Cave is in Kanto, with its entrance in Cerulean City. In the story it comes after Indigo Plateau.
CERULEAN CAVE MAP
Ladders run up to a second floor and down into a flooded basement where the water spreads too wide to cross on foot, so bring Surf before heading down to the lake.
Pokemon Encounters
The lowest floor holds Mewtwo at level 70, the strongest catch anywhere in the game. The wild Pokemon run level 50 and up. Chansey at 5 percent is the standout among Rhydon, Sandslash, and a Ditto scattered across several rarity slots.

Cerulean Cave Guide
Yes, for one reason: Mewtwo. The level 70 Psychic legend waits at the bottom, the single strongest catch in the game and the marquee reason to come back. The catch is that the cave only unseals once you're Champion, so it's strictly a victory-lap detour after the credits.
Built to survive a long descent, not just the boss. The lower floors swarm with level 50-plus Golbat, Graveler, and even wild Chansey, so pack healing and a Pokemon that takes hits well. For Mewtwo itself at level 70, sleep or paralysis makes the capture far steadier than trading blows.
Save it for Rock Tunnel and skip it everywhere else. That's the one cave the game leaves unlit, and pushing through blind while Zubat swarm you is rough. No other cave is dark, so Flash is otherwise a wasted move slot. Grab HM05 from Oak's Aide and hand it to a benched Pokemon just before that descent.
There's only Victory Road. Cerulean Cave would be the other option, but it stays locked until you're Champion. Since you climb Victory Road on the way to the League anyway, a lap or two there doubles as a final tune-up.
