MT. MOON MAP
You enter from the Route 3 side and climb out toward Route 4, the cave dropping through two basement levels between them. It stays dim but never goes pitch black, so Flash is not needed here.
Pokemon Encounters
Clefairy is the one to slow down for, as low as 1 percent and never above 10 at levels 9 to 13, while Zubat swarms the cave alongside Geodude, Paras, and a 4 percent Sandshrew.

TRAINERS
Rockets join the Bug Catchers and Hikers scattered through Mt. Moon, twelve fights in all with nothing above level 14. The steady stream wears down your potions faster than any single battle threatens you.
Mt. Moon Guide
Mt. Moon is their first appearance. The Team Rocket duo from the show, Meowth included, battle you partway through the cave while trying to swipe the fossils. They hit harder than the plain grunts of Red and Blue, but beating them clears your path to the fossil choice at the back.
Less than which gift starters you've collected. Both fossils make capable Rock types, so the smarter pick covers a hole your Pikachu and the gift trio leave open. Kabuto leans offensive, Omanyte defensive, and you keep only one per save.
Save it for Rock Tunnel and skip it everywhere else. That's the one cave the game leaves unlit, and pushing through blind while Zubat swarm you is rough. No other cave is dark, so Flash is otherwise a wasted move slot. Grab HM05 from Oak's Aide and hand it to a benched Pokemon just before that descent.
There's only Victory Road. Cerulean Cave would be the other option, but it stays locked until you're Champion. Since you climb Victory Road on the way to the League anyway, a lap or two there doubles as a final tune-up.
