Team Rocket HQ is in Johto, with Mahogany Town to the north. In the story it comes after Lake of Rage and before Whirl Islands.

Under Mahogany, the hideout twists through three basement floors of locked doors and warp tiles that drop you back a level. Giant statues guard the halls, making it the trickiest maze in the game to thread.

The Rocket hideout under Mahogany is the longest fight in Johto, thirteen Grunts and Scientists packing Poison and Electric up to level 25. Their password doors and trap floors stretch it out, so stock up before going down.
