Sprout Tower is in Johto. In the story you arrive from Violet City to the south and it comes before Route 32.

- From the Violet City entrance, walk north to the first ladder and climb it to 2F.

Climb the tower floors and Gastly haunts them, an early Ghost type worth the trip. Rattata is the only other wild catch in the grass. The right radio card can draw in Spinda or Meditite at 20 percent from far-off regions.

The Sages hand over TM70 Flash partway up the tower, the field move that lights dark caves and the one grab worth pausing for. An X Accuracy and an Escape Rope sit among the floors.

TRAINERS
The Sages of Sprout Tower battle with nothing but Bellsprout, line after swaying line of them. Elder Li at the top fields the sturdiest, but Bellsprout's shared weaknesses make the climb a quick one.
