HeartGold & SoulSilver Route 9
Fast, irritable Mankey scatter the boulder fields east of Cerulean in HeartGold; in SoulSilver, Sableye take their place on the road up to the Rock Tunnel.
Route 9 is in Kanto, with Route 10 to the east and Cerulean City to the west. In the story you arrive from Rock Tunnel to the east and it comes before Power Plant.
