Where do you find Zapdos near the Power Plant in HeartGold and SoulSilver?

Unlike its fellow birds tucked inside caves, Zapdos perches out in the open on Route 10, the stretch just north of the Power Plant. A single Surf gets you across to it, and it waits there at Level 50 for any trainer who has earned all 16 Badges.

HeartGold & SoulSilver Power Plant

Thieves left this riverside plant dark when they stole a key machine part, stalling the Magnet Train for miles. Restore it and Zapdos turns up crackling in the fields just outside.

Power Plant is in Kanto, with its entrance on Route 10. In the story it comes after Route 9 and before Cerulean City.
