POWER PLANT MAP
Single-floor building east of Rock Tunnel. Surf south from Route 10 to reach the entrance. Inside is one sprawling floor with winding corridors.
Pokemon Encounters
Zapdos at level 50 is the main event, save before engaging. Electabuzz at 5% is the rare wild catch, while Pikachu at 25% and Voltorb at 30% round out an all-Electric roster.

Thunder (TM25) at 120 power is the headliner. Protect (TM17) comes in handy for strategic battles. Two Thunder Stones sit inside, one visible and one hidden.

Thunder deals damage and has a 30% chance of paralyzing the target.

Fully restores the PP of all moves for one Pokemon.
Power Plant Guide
At the very end of the building. Work your way through the maze of machinery, and Zapdos is standing in the back-left corner. Level 50, Electric/Flying. Save before you interact. The Voltorb disguised as item balls along the way are level 25 and can Self-Destruct, so don't mindlessly grab everything.
If you need an Electabuzz, this is the only wild location for it at 5% encounter rate. Pikachu also shows up at 25% here, much higher than Viridian Forest. The items scattered around include TM25 Thunder, Elixirs, and Max Potions. Most of the Pokeball items are actually Voltorb or Electrode battles though.
