Eleven floors connected by elevators and warp tiles that jump you between levels. The warp tile maze makes the layout deceptive, and finding the right sequence takes trial and error.
Pokemon Encounters
One encounter: a free Lapras at level 25 during the Silph Co. infiltration. Water/Ice typing with solid stats makes it one of the best gift Pokemon in the game. Do not leave without it.

34 trainers across 11 floors make this the longest gauntlet in the game. Rockets bring Poison, Scientists pack Electric, and Giovanni waits at the top with Nidoqueen and Rhyhorn. Stock up before heading in.

Grab the Card Key on 5F first. It opens every locked door in the building. After that, use the warp tiles and elevator to reach Giovanni on 11F. The building is 11 floors with warp tiles on several of them, so the Card Key is what turns a maze into a straight path. Beat Giovanni to get the Master Ball from the Silph President.
A Silph employee on 7F gives you a level 25 Lapras. No prerequisites besides reaching the floor. The NPC stays there permanently, so you can grab it before or after clearing Team Rocket. This is the earliest Lapras available in the game since the only wild source is Icefall Cave in the post-game Sevii Islands at 1%.
