Yellow Silph Co.
Team Rocket has seized this Saffron City skyscraper, and defeating Giovanni inside frees the company and earns the priceless Master Ball.
Silph Co. is in Kanto. In the story you arrive from Saffron City through its entrance and it comes before Route 16.
SILPH CO. MAP
Only the central elevator runs Silph Co's eleven floors reliably; step onto the warp pads scattered between the rooms and you land somewhere you did not intend.
Pokemon Encounters
Just one catch hides in the whole skyscraper, but it is a great one: a free Lapras at level 15, picked up partway up during the Rocket takeover. Few gift Pokemon match its Water and Ice coverage this early.

TRAINERS
Thirty-four battles across the floors make Silph Co. the longest grind in the game, Rockets and Scientists everywhere before Giovanni waits at level 41. Your Rival ambushes you partway up. Stock up before you walk in.
Silph Co. Guide
A free Lapras alone justifies the climb. No Lapras swims anywhere in Yellow's wild, so this level 15 gift from an employee on the seventh floor is your only shot at one, and its Water and Ice typing slots into a Pikachu-led team. Beating Giovanni up top adds the lone Master Ball.
They do, as part of the Rocket takeover of the building. This is their last stand in the game, fielding Arbok, Weezing, and Meowth around level 31 before you reach Giovanni. The Card Key from the fifth floor is what opens the locked doors so you can track them down.
