Basement floor. You need to use the statue switches on the upper floors to open and close different doors. The key path: enter on 1F, take the stairs to 3F, drop through the broken floor on 3F to reach the blocked area on 2F, then find the stairs down to B1F. The Secret Key unlocks Blaine's Gym on Cinnabar Island.
Yes, on B1F at 10% encounter rate. Ditto is level 30 and transforms into your lead Pokemon immediately. It's the only wild location for Ditto in FRLG. Useful for breeding later if you trade it to a game with a Day Care that supports eggs.
