The Lab, Gym, and a few buildings all within steps of each other. No Surf needed once you've landed. Everything is right at the dock.
Pokemon Encounters
The fossil lab revives your Dome or Helix Fossil into Kabuto or Omanyte at level 5, plus Aerodactyl from the Old Amber. Three in-game trades round out the roster: Tangela, Electrode, and Seel.

Escape Rope
A long, durable rope. Use it to escape instantly from a cave or a dungeon.
Full Heal
A spray-type medicine. It heals all the status problems of one Pokemon.
Great Ball
A good, quality BALL that offers a higher Pokemon catch rate than a standard POK? BALL.
Hyper Potion
A spray-type wound medicine. It restores the HP of one Pokemon by 200 points.
Max Repel
Prevents weak wild Pokemon from appearing for 250 steps.
Revive
A medicine that revives a fainted Pokemon, restoring HP by half the maximum amount.
Ultra Ball
A very high-grade BALL that offers a higher Pokemon catch rate than a GREAT BALL.
Cinnabar Island Guide
Bring either the Dome Fossil (Kabuto) or Helix Fossil (Omanyte) from Mt. Moon to the lab on the east side of the island. Talk to the scientist on the right. He'll revive it into a level 5 Pokemon after you leave and come back. You can also revive Old Amber (Aerodactyl) from Pewter Museum the same way.
There are three in-game trades at the lab. You give a Ponyta for Seel, a Venonat for Tangela, and a Raichu for Electrode. The Tangela trade is the most useful since Tangela is otherwise unavailable in FireRed.
Old Rod only catches Magikarp. Good Rod adds Horsea, Poliwag, and Goldeen depending on the area. Super Rod is where the good stuff lives: Gyarados, Seadra, Staryu, Kingler. You get the Old Rod in Vermilion, Good Rod from the Fishing Guru south of Lavender Town, and Super Rod from his brother on Route 12.
If the encounter table shows Surfing or any Rod encounters, yes. Surf itself is HM03, found in the Secret House deep inside the Safari Zone. You also need the Soul Badge from Koga in Fuchsia City to use it outside battle.
