Icefall CaveFireRed&LeafGreen
"A frozen cave on Four Island where you help Lorelei deal with Team Rocket. The ice puzzle leads deeper, and Lorelei's hometown connection adds some backstory to the Elite Four."
ICEFALL CAVE MAP
Upper floor splits into three connected rooms leading deeper in, with a basement level at the bottom. Surf and Waterfall are both needed to reach the back of the cave.
Pokemon Encounters
Lapras at 1% while surfing is the crown jewel, extremely rare but worth every encounter. Swinub fills half the cave at 50% with Delibird at 5%. Seel and Dewgong round out the Ice-type roster.

Full Restore
A medicine that fully restores the HP and heals any status problems of one Pokemon.

Icefall Cave Guide
Lapras is a 1% Surfing encounter on the back floor of Icefall Cave. That's brutally rare. Budget 20-30 minutes of surfing back and forth. Repels won't help here since Lapras shows up via Surf, not walking. It's level 30-45 and the only wild Lapras in FRLG.
You find Lorelei confronting Team Rocket Grunts on the back floor. Help her clear them out, and she gives you HM07 Waterfall afterward. You need this HM to progress through the Sevii Islands storyline and access some later areas.
Depends on what you're after. Repels block encounters below your lead Pokemon's level, so a level 20 lead in Rock Tunnel filters out the common level 15-16 Zubat while still triggering rarer spawns. If you're grinding, skip them. If you're just passing through, they save time and healing items.
Only Rock Tunnel is completely dark without Flash. Every other cave in FRLG is fully lit by default. Flash itself comes from Oak's aide on Route 2, and you only need 10 Pokedex entries to claim it.
Escape Rope warps you to the last entrance you used and costs 550 at most Poke Marts. The move Dig does the same thing for free if a Pokemon on your team knows it. Both work in any cave or dungeon in the game.
Islands One through Three unlock after you beat Blaine on Cinnabar Island. Bill takes you there as part of the story. Islands Four through Seven require beating the Elite Four first, then completing Celio's Ruby and Sapphire quest on One Island to get the Rainbow Pass.
You can physically reach all seven islands without it, but evolved Johto Pokemon only show up in the wild after you get the National Dex. That means 60 or more Pokedex entries plus completing Celio's quest. If you're only seeing Kanto species, that's why.
