Small hillside area north of Two Island. A winding uphill path dead-ends at the top. No HMs needed, just follow the trail.
Pokemon Encounters
Oddish at 30% makes the grass mostly Grass/Poison, with Golduck and Persian at 5% each as rarer finds. Good Rod pulls Poliwag, Super Rod gives Poliwhirl. Levels run from the low 30s to 40.

Cape Brink Guide
She teaches the ultimate moves: Frenzy Plant (Grass), Blast Burn (Fire), and Hydro Cannon (Water). Only fully evolved starters can learn them. Bring your Venusaur, Charizard, or Blastoise. These are 150-power moves with a recharge turn afterward, similar to Hyper Beam but with type coverage.
Islands One through Three unlock after you beat Blaine on Cinnabar Island. Bill takes you there as part of the story. Islands Four through Seven require beating the Elite Four first, then completing Celio's Ruby and Sapphire quest on One Island to get the Rainbow Pass.
You can physically reach all seven islands without it, but evolved Johto Pokemon only show up in the wild after you get the National Dex. That means 60 or more Pokedex entries plus completing Celio's quest. If you're only seeing Kanto species, that's why.
