Split into two paths from the base: the Ruby Path descends underground through basement floors, the Summit Path climbs to the peak. Strength and Rock Smash open the way.
Pokemon Encounters
Moltres waits at level 50 at the peak, save before approaching. The slopes are packed with Slugma, Ponyta, Geodude, and Machop through walking encounters in the 20s-40s range. Rock Smash adds Graveler.

Summit, at the top of the exterior path. You don't need to go through the interior caves to reach it. Moltres is level 50, Fire/Flying, and there's only one. Save before you interact with it. Bring a Pokemon with False Swipe and a status move for the best catch odds.
Enter the cave through the opening guarded by two Team Rocket Grunts on the base of the mountain. Beat them both, then navigate the interior floors to find the Ruby. You need Strength and Rock Smash to get through. Bring this Ruby to Celio on One Island to start unlocking Islands Four through Seven.
Islands One through Three unlock after you beat Blaine on Cinnabar Island. Bill takes you there as part of the story. Islands Four through Seven require beating the Elite Four first, then completing Celio's Ruby and Sapphire quest on One Island to get the Rainbow Pass.
You can physically reach all seven islands without it, but evolved Johto Pokemon only show up in the wild after you get the National Dex. That means 60 or more Pokedex entries plus completing Celio's quest. If you're only seeing Kanto species, that's why.
