Pokemon Encounters
Larvitar at 5% is the big prize, evolves into Tyranitar which is one of the strongest Pokemon available. Skarmory at 5% is equally rare with great Steel/Flying typing. Phanpy at 20% adds Ground coverage.

King's Rock evolves Poliwhirl or Slowpoke via trade. Lucky Punch only boosts Chansey's critical hit rate. Nugget and Max Elixir are the other finds here.

Sevault Canyon on Seven Island, 5% encounter rate at levels 15-20. It's the only wild Larvitar location in FRLG. Larvitar needs to hit level 30 for Pupitar and 55 for Tyranitar, so it's a serious grind. Worth it if you're building a post-game team though.
Yes, 5% walking encounter at level 30. Sevault Canyon is the only place to catch Skarmory in FireRed and LeafGreen. Steel/Flying typing with high Defense makes it one of the best physical tanks available in the post-game.
Islands One through Three unlock after you beat Blaine on Cinnabar Island. Bill takes you there as part of the story. Islands Four through Seven require beating the Elite Four first, then completing Celio's Ruby and Sapphire quest on One Island to get the Rainbow Pass.
You can physically reach all seven islands without it, but evolved Johto Pokemon only show up in the wild after you get the National Dex. That means 60 or more Pokedex entries plus completing Celio's quest. If you're only seeing Kanto species, that's why.
