Red & Blue Pokémon Mansion
A scorched, abandoned mansion on Cinnabar where you track down the Secret Key to Blaine's Gym amid Mewtwo's origin journals.
Pokémon Mansion is in Kanto. In the story you arrive from Cinnabar Island through its entrance and it comes before Route 21.
POKéMON MANSION MAP
Pressing the switches hidden in its statues swings walls open and shut, and the path down only appears once you hit the right ones. It is three floors and a basement, doubling back on itself.
Pokemon Encounters
The burned mansion is a Fire and Poison den running from level 28 to 42. Growlithe marks the Red version and Vulpix the Blue, Magmar shows up only in Blue, and Grimer, Koffing, and Ponyta crowd the rest of the halls.

Pokémon Mansion Guide
Without it, Blaine's Gym back on Cinnabar stays sealed, so this is a required stop, not optional loot. The key sits in the basement, and the statue switches on the floors above are what slide the walls aside to open a path down to it.
Journals scattered through the burned mansion describe how Mewtwo was created from Mew and then broke loose, the same Mewtwo you can later catch in the Unknown Dungeon. They're pure story flavor with no item attached, but they're the only place the games explain where Mewtwo came from.
