Red & Blue Seafoam Islands
Fast currents and Strength boulder puzzles fill this frozen island cave, with Articuno, the Freeze Pokemon, roosting in its lowest chamber.
Seafoam Islands is in Kanto. In the story you arrive from Route 20 through its entrance and it comes before Cinnabar Island.
SEAFOAM ISLANDS MAP
The currents run too fast to Surf until you weigh them down, so you shove boulders into the water with Strength, then cross the slack channels. The cave keeps dropping floors as you go.

Pokemon Encounters
Seel and Dewgong make these caves the best spot to add an Ice-type, and the rods split by version, Red's Seadra against Blue's Krabby and Kingler. Articuno itself roosts at the bottom, a level 50 catch worth saving up for.

Seafoam Islands Guide
With Strength, sink a boulder into each pit you come across. That cuts the rushing water on the floor below down to nothing, opening a Surf path over to Articuno at level 50. Skip the puzzle and you'll just get washed back the way you came.
Surf, at the very least. The islands sit out at sea between Fuchsia and Cinnabar, so you ride there over the waves. Strength is the other requirement, used inside for the boulder puzzle, so teach both to one team member before setting out.
