For Red & Blue, you can run Koffing through the first few routes without issues. 355 BST won't carry you far though. Get it to Weezing as fast as you can.
In Red & Blue, use Koffing as a balanced. Physical side carries the damage. It's slow, so Trick Room or priority moves are key. Sludge is the primary attack.
