Red & Blue Power Plant
Magnemite and item-disguised Voltorb infest this derelict power station, where the legendary Zapdos waits deep inside.
Power Plant is in Kanto, with its entrance on Route 10. In the story it comes after Cinnabar Gym and before Viridian Gym.
POWER PLANT MAP
There are no floors to climb inside the plant, just a single wide hall of dead machinery reached by Surfing off Route 10. You pick between the rows to cross it.
Pokemon Encounters
Pikachu at 25%, Voltorb, and Magnemite make this the richest Electric haul in the game. The wild rarity swaps by version, Red turning up Electabuzz and Blue getting Raichu. Zapdos sits at the back as a level 50 wall before you can leave.
Electrode

Power Plant Guide
Look in the back corner past the machinery. Zapdos is a static level 50 catch, the Electric and Flying bird, so it waits for you instead of roaming the map. Save first, and ignore the loose Pokeballs nearby, since plenty are disguised Voltorb and Electrode that blow up the second you touch them.
You Surf to it. The entrance sits across the water south of Rock Tunnel off Route 10, so you'll need the Surf HM first. There's no land path in, which is why so many players miss the Power Plant entirely on a first run.
