HeartGold & SoulSilver Viridian City
Blue keeps the gym here now, the sixteenth and final badge standing between you and Mt. Silver. He fields no single type, just a hard-hitting team and a floor maze of one-way arrows.
Viridian City is in Kanto, with Route 2 to the north, Route 22 to the west, and the entrance to Viridian Gym. In the story it comes after Route 4 and continues south to Route 1.

Pokemon Encounters
Viridian's pond is a calm fishing stop, Poliwhirl surfacing under Surf at 10 percent with Poliwag and Magikarp on the rods. Headbutt the trees by the gym for a few bugs, but the real draw here is the road south, not the catches.
