Dragon's Den is in Johto. In the story you arrive from Blackthorn City to the south and it comes before Route 45.

This is the only place to fish up the Dratini line. A Super Rod lands Dratini at 32 percent and even Dragonair at 3 percent, while the elder inside hands you a Dratini at level 15 to start the hunt. Surf turns up Dratini too, at 10 percent.

After you beat Clair, surf across the Dragon's Den past a Whirlpool to the Dragon Shrine, where the Master quizzes you. Answer every question right on your first try and you earn a Dratini that knows ExtremeSpeed, a move it cannot normally learn. Slip up on any answer and it knows Leer instead. The Dratini is handed over once Clair gives you TM59 Dragon Pulse.
