Whirlpool-torn water and a scatter of islets fill the sea west of Cianwood, hiding the sunken doors down into the Whirl Islands.
Route 41 is in Johto, with Whirl Islands to the north. In the story you arrive from Route 40 to the north and continue south to Cianwood City.

One unbroken Surf across the open sea carries you between Cianwood and Olivine on Route 41, its whirlpools counting only when you peel off to explore the Whirl Islands.
