HeartGold & SoulSilver Mt. Silver
Moltres lurks in the caves under Johto's coldest summit, but the real prize for all sixteen badges is the trainer at the top. Red says nothing, and his team is the steepest you will ever face.
Mt. Silver is in Johto. In the story you arrive from Route 28 to the south and it comes before Cerulean Cave.
MT. SILVER MAP
No climb in either region is harder than Mount Silver. Rock Climb hauls you up its peaks, Surf carries you across its lakes, and Waterfall takes its cascades, with no Flash needed to see by anymore.

Pokemon Encounters
Mount Silver is the deepest catch trip in the game. Larvitar lurks at 5 percent, the rare pull that eventually becomes a Tyranitar, with Heracross packing the headbutt trees at 50 percent and Sneasel prowling the caverns. HeartGold stocks the Phanpy line and SoulSilver the Teddiursa line, while Moltres waits at level 50.

TRAINERS
At the summit, Red says nothing and simply battles, the single hardest fight in either game. His level 88 Pikachu leads a full team of Kanto starters and a Snorlax, every one of them in the 80s. Bring your best and then some.
Red
Red
Mt. Silver Guide
Red waits at the peak with a Level 88 Pikachu holding a Light Ball, the highest-level Trainer Pokemon in the series when HGSS launched, plus Charizard, Venusaur, and Blastoise all at Level 84, Snorlax at Level 82, and Lapras at Level 80. You need all 16 Badges to get this far, after which Professor Oak opens Mt. Silver and gives you HM08 Rock Climb.
Moltres roosts deep inside Mt. Silver, past sections that demand both Surf and Waterfall to cross. It sits at Level 50, and like the rest of the cave's depths it only opens up once you hold all 16 Badges. Catchable legendary birds are a remake addition, since the original Gold and Silver left all three out.
