Route 13 is in Kanto. In the story you arrive from Route 14 to the west and continue north to Route 12.

Begin Route 13 at the Route 12 side, and use Bird Keeper Bret, Picnicker Piper and Bird Keeper Perry to recognize the eastern stretch.
