Bill's seaside cottage sits at the tip of this wooded cape east of Cerulean. After a long chase across both regions, Suicune finally stops running here. It turns to fight at the end of the trail.
Route 25 is in Kanto, with Route 24 to the west. In the story it comes after Battle Frontier and before Route 5.

Suicune's chase ends at Cerulean Cape, at the north end of Route 25 past Bill's house, after scripted sightings at Cianwood City, Route 42, Vermilion City, and Route 14. It stops running and holds for a fixed Level 40 battle as Eusine turns up. Unlike roaming Raikou and Entei, Suicune is caught right here in one spot.
