HeartGold & SoulSilver Route 28
No road reaches Mt. Silver except this secret grade behind Victory Road, where HeartGold trainers meet Donphan and SoulSilver trainers meet Ursaring.
Route 28 is in Kanto. In the story it comes after Route 22 and continues north to Mt. Silver.

- Leave the Reception Gate and follow the road past the pond, then step out onto the Mt. Silver grounds.
- Cross the grounds and come back onto Route 28 along its upper ledge.

- Walk east from the tree and go in through the house door.

- Keep going east and search the northeast corner at the end of the path to find the hidden Rare Candy.
- Walk back past the tree to the Mt. Silver grounds and on to the mountain.

Two strong TMs sit on the climb to Mount Silver, TM35 Flamethrower and TM47 Steel Wing, both staples before the toughest battles. A hidden Rare Candy rewards the detour.
